YNAD BUDGET SAVES 753 MILLION RUBLES BY PRE-TERM REPAYMENT OF OBLIGATIONS ON THE PPP PROJECT IMPLEMENTED BY VIS GROUP

The pilot public-private partnership project in Yamal has allowed to create 1,500 spots in pre-school educational institutions. In the last four years, six kindergartens and an elementary school were built and launched into operation in the district. According to the schedule stipulated by the PPP agreement, the last facility buyout payments were slated to be conducted in December 2018 and January 2019. By the sides’ mutual accord, they were moved to October 12, 2018. Owing to this fact, the region reduced the payment term and ensured the recalculation of the total facility buyout payment amount. Early repayment of its obligations allowed the district to save a total of 753 million rubles from the budget.

“The completion of the facility buyout process in Yamal is a landmark event not only for our Group, but for the entire Russian public-private partnership market. This is the first PPP project in Russia with a completed life cycle,” noted Chairman of the Board of Directors of VIS Group Igor Snegurov.

VIS Group is the concessionaire of this largest transportation project in the Far East of Russia, represented by Regional Concession Company. RCC specialists told the “Vesti” correspondent about the construction progress of an important object for the region.

“Khabarovsk Bypass” creation became a precedent for the Far East in many ways. During the construction of the highway, innovative technologies are applied, including the use of materials with enhanced strength characteristics. Innovations are also involved in artificial structures: beams for bridges and overpasses are produced on site using the concrete electric heating.

HEAD OF YAKUTIA VISITS SOCIAL INFRASTRUCTURE FACILITIES CONSTRUCTED BY VIS GROUP

The head of the republic was accompanied by the Vice-Prime Minister of the Government of Yakutia Kirill Bychkov, acting Minister of Architecture and Construction Vera Kuzakova, Minister of Housing, Utilities and Energy Dmitry Sadovnikov and Mayor of Yakutsk Sardana Avksentyeva. Together they paid a visit to the International Arctic School and the National Aiyy Kyhata school, as well as to two regular schools and a kindergarten.

1620 new seats in schools and 1310 kindergarten spots will be created in the republic as the result of the project implementation. A modern material and technical foundation will be established for educational programs involving students of various ages and interests. This is currently the largest social public-private partnership project in Yakutia.

VIS GROUP EXPLORES THE POSSIBILITY OF CONSTRUCTING A PERINATAL CENTER IN ST. PETERSBURG IN A PPP FRAMEWORK

VIS Group experts are conducting a preliminary examination of the possibility of implementing a project that involves the construction of a perinatal center in St. Petersburg. The private initiative on the reconstruction of the Maternity hospital #17 building on Ulitsa Vavilovyh may be prepared on the basis of the Federal Law “On public-private partnership, municipal-private partnership in Russian Federation.”

VIS Group may act as the private investor in this project, assuming the responsibility for the design, construction and technical maintenance of the perinatal center. Specialized maintenance will be ensured by the public partner, the state budgetary health care institution. Services will be rendered under the mandatory health insurance. After the term of the PPP project agreement expires, the facility will be transferred into city ownership.
