VIS GROUP WILL ACT AS THE INVESTOR IN THE CONSTRUCTION OF A UNIQUE CULTURAL CLUSTER IN YAKUTSK

The Government of the Republic of Sakha (Yakutia) and VIS Group have signed a public-private partnership agreement on the financing, design, creation and maintenance of an integrated building of the State Philharmonic and the Arctic Center for Epic Literature and the Arts in Yakutsk. The ceremony was held as part of the Eastern Economic Forum in Vladivostok. The document was signed by the Head of the Republic of Sakha (Yakutia) Aisen Nikolaev and member of the Board of Directors of the VIS Group Sergey Romashov.

The project, which entails the creation of a single cluster comprising the Philharmonic, the Center for Epic Literature, two national theaters, is unique cultural and architectural project to be implemented in permafrost. There are no facilities in terms of scale and equipment in the northern latitudes in Russia and the entire world.

A «SMART CLINIC» TO BE CREATED IN YAKUTSK

On the sidelines of the Eastern Economic Forum, an agreement on public-private partnership (PPP) on the financing, design, construction and technical operation of a modern polyclinic complex in Yakutsk was signed. This is one of the most long-awaited medical facilities in the capital of the Republic. Its commissioning is planned in 2022.

The construction of the new polyclinic complex will contribute to the development of the urban health system, including the creation of modern infrastructure for the provision of medical care to adults and children.

VIS GROUP AND GAZPROMBANK SIGN MAIN CONCESSION FINANCING CONDITIONS FOR THE CONSTRUCTION OF A TOLL ROAD IN MOSCOW REGION

The main concession financing conditions for Vinogradovo — Boltino — Tarasovka toll road construction project were signed by Gazprombank and the Fourth Concession Company LLC (part of VIS Group) within the framework of the Eastern Economic Forum. The document was signed by the Deputy Chairman of the Board of Gazprombank Alexey Belous and Igor Snegurov, Chairman of the Board of Directors of VIS Group.

The concession agreement, signed on January 30, 2018 by the VIS Group and the Government of the Moscow Region, provides for the creation of a large-scale transport infrastructure facility. Gazprombank acts as the project’s financial consultant and a credit organization, providing financing in the amount of approximately 25 billion rubles. The funds raised will be allocated to capital expenditures for project implementation.

VIS GROUP HEAD TAKES PART IN THE PANEL SESSION DEDICATED TO THE DEVELOPMENT OF NEW FINANCIAL INSTRUMENTS IN THE FAR EAST

The Chairman of the Board of Directors of VIS Group Igor Snegurov took part in the panel session “Long and Cheap Money for Investment Financing.”

Session participants discussed projects in the Far Eastern Federal District (FEFD), as well as the possibility of involving Russian and foreign financial institutions in regional infrastructural construction projects. Attracting private investments and establishing optimal conditions for investors should contribute to solving the issues in the development of the Far East.

The discussion moderator noted that today VIS Group is one of the most successful business groups in the Far Eastern Federal District. Igor Snegurov spoke about the holding’s activities and noted that the Russian Far East has enormous growth potential. “Its implementation requires overcoming the existing infrastructural restrictions and creating comfortable conditions for Russian and foreign investors, at the legislative level, among others,” said the head of VIS Group.

VIS GROUP REPRESENTATIVES TOOK PART IN A PANEL DISCUSSION ON PRIVATE INVESTMENT IN THE SOCIAL SPHERE

First Deputy CEO for Investments of the First Concession Corporation (part the VIS Group) Natalia Reznichenko spoke about VIS Group’s experience in implementing social public-private partnership projects: “We see a huge demand from the state for educational and health facilities that require an investor capable of constructing facilities both quickly and in high quality.”

At the same time, she noted that despite the high regional demand for such facilities, certain risks are still present for PPP investors in the social sphere. First of all, they are associated with the application of the VAT rate in accordance with federal law. Natalia Reznichenko appealed to representatives of the Ministry of the Russian Federation for the Development of the Far East and the Arctic with a proposal to consider the issue of changing tax rates for social PPP projects in the Far East.
