VIS GROUP SUMS UP THE RESULTS OF 2019

The outgoing year 2019 was marked by several key events for VIS Group. A number of public-private partnership and concessions agreements were signed amounting to a total of 104.1 billion rubles.

The formation of the holding’s target corporate structure was completed. This includes the transport division, which brought together special project companies engaged in the implementation of transport concessions. The Board of Directors of OOO National Transport Concessions was elected, with Dmitry Pronchatov as the chairman. Several new companies have been set up to implement solid municipal waste management projects.

At the Sochi Investment Forum, VIS Group received the ROSINFRA Award in the Best Private Investor of the Year nomination for the second time.

The investment stage of the holding’s largest transport projects is continuing. These include the construction of highways in the Moscow Region and the Khabarovsk Territory, as well as a bridge over the Ob River in Novosibirsk. The design stage of the Vinogradovo-Boltino-Tarasovka motorway project has been completed. The territory is being prepared for the construction of a bridge in the capital of Siberia, and the main work on interchanges and entrances to the bridge will be launched in 2020. To completely meet the needs of the Bypass of Khabarovsk highway construction, two modern LINTEC asphalt concrete plants were put into operation.

OOO Ecology-Novosibirsk (part of VIS Group), the regional MSW management operator in the Novosibirsk Region, has strengthened its position in the region, successfully carried out a contractual campaign for 2020, and acquired its own fleet of special vehicles. An agreement was reached with the regional authorities on the resumption of work to create waste sorting complexes, the process of selecting a new site for one of them is nearing completion.

ROSTECH AND VIS GROUP CREATE A CONSORTIUM TO IMPLEMENT A CONCESSION ON THE BRIDGE OVER THE LENA RIVER

The National Infrastructure Company consortium (NIC) was established to implement a project for the construction and operation of a bridge across the Lena River in the Republic of Sakha (Yakutia), as well as other infrastructure projects. NIC joined VIS Group subholding for the management of transport concessions and accumulates a number of special project companies involved in major concessions to create transport infrastructure.

VIS GROUP WILL INVEST IN THE CREATION OF A UNIQUE CULTURAL CLUSTER

A PPP agreement on the financing, design, creation and maintenance of the State Philharmonic and the Arctic Center for Epic and Arts in Yakutsk was signed between the VIS Group and the Government of the Republic of Sakha (Yakutia) at the 2019 Eastern Economic Forum.

The creation of a single building that unites the Philharmonic, the Center for the Epic Arts, two national theaters is a unique project both in a cultural an architectural sense to be implemented in permafrost. There are no facilities similar in scale or equipment in the northern latitudes in Russia or the world.

VIS GROUP AND GAZPROMBANK SIGN AGREEMENTS ON FINANCING THE HOLDING’S MAJOR TRANSPORTATION PROJECTS

In 2019, VIS Group and Gazprombank signed agreements on financing concession projects for the construction of roads in the Moscow Region, Khabarovsk Territory and the bridge in Novosibirsk. The total amount of funds raised for the development of transport infrastructure amounted to about 40 billion rubles.

“The multiplier effect of such projects is several times greater than the money invested in them. New roads are always a breakthrough component of regional development. The transport infrastructure being created opens up opportunities for the creation of new industries, as logistics complexes, social infrastructure and residential buildings always develop around roads,” said Igor Snegurov, head of VIS Group.

VIS GROUP BECOMES A CONCESSIONAIRE IN A PROJECT OF BUILDING A BRIDGE OVER THE KALININGRAD BAY

A private concession initiative for the implementation of the investment project was submitted to the Government of the Kaliningrad Region on behalf of the Tenth Concession Company, a member of VIS Group. Attempts to implement such a large-scale project have been made before, and it has strategic importance for the region. This only became possible with the engagement of private investor funds.

The new bridge will provide access to the trans-European corridors in the direction of Berlin and Budapest and improve transport accessibility of Russian sea ports in the Baltic. The total span of road infrastructure, including the bridge over the Pregol river, approaches, overpasses and interchanges will equal to 7.7 km. The high-speed four-lane road will become part of the ring route in the area of ​​the Primorsky recreation zone.

PPP-AGREEMENT SIGNED ON THE CREATION OF A ‘SMART POLYCLINIC’ IN YAKUTSK

This clinic will be one of the most anticipated medical facilities in Yakutia. One of the largest clinics will be created thanks to the PPP mechanism, and it is slated to modernize health care system of the Republic.

The outpatient complex area of 8500 square meters with a capacity of 600 visits per shift will be outfitted with the most modern equipment connected to a single information system. Creation of the facility, delivery, commissioning and subsequent technical operation within 7 years after launching the facility into operation, will be conducted by VIS Group.

TWO SCHOOLS, KINDERGARTEN, SMART-LIBRARY AND FINE ARTS SCHOOL OPENED IN YAKUTIA

Over the past year, several facilities in the spheres of education, culture and the arts, including the first SMART library in the Russian Far East, were solemnly opened in Yakutia in the framework of the public-private partnership project. A 130,000-volume book depository, electronic library cards, an automated book distribution system and its own publishing center – all of this has become available to users. The new building has become the first capital public library building in Yakutsk since 1911.

This is the largest social project in Yakutia, which will create about 3,000 new seats in kindergartens and schools. It became possible thanks to public-private partnerships. Modern buildings equipped with innovative equipment will establish fundamentally new conditions for the comprehensive development of children and their creative initiative.

AGREEMENT SIGNED ON THE ESTABLISHMENT OF A CLINIC NETWORK IN NOVOSIBIRSK

This is the first public-private partnership project in the healthcare sphere in Russia, structured under the federal law on PPP No. 224-FZ that has entered the stage of practical implementation. Prior to the end of 2022, 7 modern medical facilities with a total capacity of more than 6,500 visits per shift will be built in Novosibirsk. Each clinic will be constructed according to an individual project. The construction of facilities is slated to be carried out simultaneously.

The agreement between VIS Group and the Government of the Novosibirsk Region was signed at the Russian Investment Forum — 2019.

STATE ARCHIVE AND KINDERGARTEN OPENED IN YAMAL

In 2019, two social facilities were launched in the Yamalo-Nenets Autonomous District: the building of the State Archive of the Yamalo-Nenets Autonomous District in Salekhard and a 330-seat kindergarten in the city of Gubkinsky.

The Governor of the District, Dmitry Artyukhov, opened the state archive on the 85th anniversary of the Yamal Archival Service. A five-story building with a total area of ​​4,207 square meters is a complex technologically equipped facility designed to store 265,000 valuable documents and archival materials. This is the first state archive building constructed in the Russian Far North over the past 30 years.

A ceremonial opening of a kindergarten took place in Gubkinsky, also with the participation of the governor. It became the eleventh preschool institution created in the region by VIS Group. In total, the holding has built over 20 social facilities during its work in the district. These include kindergartens, schools, sports complexes and medical facilities.
